The prepositions 对于 and 关于 are used to emphasize the object or person being referred to.
对于 is usually followed by an object.
The subject can be placed before 对于 or after an object.
Pay attention
If the subject is placed after an object, the subject is separated by a comma.

In terms of education, China is developing rather quickly
zhōngguó duìyú jiàoyù wèntí, fāzhǎn de yuè lái yuè kuài
对于俄罗斯文化,我们不太了解
We don't know much about Russian culture
duìyú éluósī wénhuà, wǒmen bú tài liǎojiě
Pay attention
对于 can be used to express somebody's opinion or attitude.
关于 is placed at the beginning of a sentence before an object and states the topic of a sentence. This part of the sentence is separated by a comma.
The comment or question about the topic then comes afterward.

关于这件事,我从来没听说过
I have never heard of it
guānyú zhè jiàn shì, wǒ cónglái méi tīngshuōguò
关于考试,我还有一些不太清楚的部分
There are still some parts of the exam that I don't quite understand
