The structure 别管…都… expresses full determination and indicates that there is no situation that can affect the result stated in the second clause.

If there are two subjects in the sentence, we should state the first subject after 别管 and the second subject before 都.
If there is only one subject in the sentence, we can state it in either the first or second clause.

Because 不管 means “no matter”, the clause that follows 不管 is going to include phrases such as “how hard you try” or “wherever you go”. Thus, the structure will normally include an interrogative statement.
After 不管, there must be an interrogative statement. It may be expressed by:
1) the interrogative words;
2) the words 多 or 多么 “how much”, which are stated before the predicate.
