We use the structure 任…也… to express that despite some circumstances, the result remains the same.
After 任 we should state an uncertain condition which is often expressed by an interrogative pronoun.

If the sentence has one subject, it should be stated after 任.
If there are two subjects, we state the first subject after 任 and the second subject before 也.
