The verbs 关注 and 关心 have the same meaning, but they are used differently.

关注
indicates that a person pays close attention to someone or something.
Examples

We are concerned about the welfare of that child
wǒmen guānzhù nà ge háizi de fúzhǐ

They pay special attention to security issues
tāmen fēicháng guānzhù ānquán wèntí
他更愿意
关注
积极面
He prefers to focus on the positive
tā gèng yuànyì guānzhù jījí miàn
关注 can also be used as a noun "concern", "attention".

The verb
关心
has the following two meanings: 1) "to be interested in", "to care about".
Pay attention
The verb 关注 has stronger emotional coloring than 关心.
