The difference between 关注 and 关心
The verbs 关注 and 关心 have the same meaning, but they are used differently.

The verb 关注 
indicates that a person pays close attention to someone or something.

关注 can also be used as a noun "concern", "attention".

Her attention made him very happy

The verb 关心
The verb 关心 has the following two meanings:
1) "to be interested in", "to care about".

The verb 关注 has stronger emotional coloring than 关心.
Examples
他只关心他自己的显赫地位
He only cares about his own popularity
tā zhǐ guānxīn tā zìjǐ de xiǎnhè dìwèi
我最关心的是提高国民教育水平
My main concern is to improve the level of national education
wǒ zuì guānxīn de shì tígāo guómín jiàoyù shuǐpíng
