The structure 持…态度
The structure 持…态度 is used to express a person's attitude to something.
The structure is used to indicate a position that is held by a person. For example: "To adhere to a policy of openness". It is often used in official speech.
Pay attention
by itself means “to hold”, and 态度 means "an attitude".
