The parenthetical structure 一方面…另一方面… is used the same as in English. We use this structure when we talk about various aspects (mostly opposed to each other) of a situation.
For example: “On the one hand, renting a whole apartment is more expensive than just a room. On the other hand, you don't have to share a kitchen and a bathroom with someone else”.
